{"id":29411,"date":"2005-05-25T13:56:04","date_gmt":"2005-05-25T13:56:04","guid":{"rendered":"http:\/\/www.aceguarulhos.com.br\/blog\/?p=29411"},"modified":"-0001-11-30T00:00:00","modified_gmt":"-0001-11-30T03:00:00","slug":"parecer-indica-que-marta-descumpriu-lei","status":"publish","type":"post","link":"https:\/\/www.aceguarulhos.com.br\/blog\/parecer-indica-que-marta-descumpriu-lei\/","title":{"rendered":"Parecer indica que Marta descumpriu lei"},"content":{"rendered":"<p><P><EM>Segundo a nota t\u00e9cnica, Marta fez um aditamento &#8220;sem uma lei municipal autorizando a contrata\u00e7\u00e3o&#8221;<\/EM><\/P><P><IMG alt=\"Di\u00e1rio do Com\u00e9rcio\" src=\"\/blog\/wp-content\/uploads\/image.php?x=i&#038;i1=100&#038;i2=20020515112354\" align=left border=0>O presidente da Comiss\u00e3o de Assuntos Econ\u00f4micos (CAE) do Senado, Luiz Ot\u00e1vio (PMDB-PA), apresentou ontem nota t\u00e9cnica do consultor legislativo Marcos Mendes em que este avalia que a ex-prefeita da capital paulista Marta Suplicy (PT) desrespeitou a Lei de Responsabilidade Fiscal (LRF), ao fazer um aditamento ao contrato de financiamento do programa Reluz, por interm\u00e9dio da Eletropaulo, aumentando o endividamento do munic\u00edpio sem autoriza\u00e7\u00e3o do Senado. <\/P><P>Diante disso, o l\u00edder do governo no Senado, Aloizio Mercadante (PT-SP) &#8211; presente \u00e0 sess\u00e3o da comiss\u00e3o e que disputa com a ex-prefeita a legenda do partido para concorrer ao cargo de governador em 2006 -, pediu a seu presidente que sejam solicitadas ao ministro da Fazenda, Antonio Palocci, informa\u00e7\u00f5es sobre outros munic\u00edpios que tenham feito opera\u00e7\u00f5es semelhantes \u00e0quela feita por Marta. Luiz Ot\u00e1vio concordou com o pedido e prometeu analisar, tamb\u00e9m, todos os casos semelhantes na CAE. <\/P><P><STRONG>Desrespeito &#8211;<\/STRONG> Na nota t\u00e9cnica, o consultor avaliou a resposta da ex-prefeita Marta Suplicy (PT) a of\u00edcio enviado pelo ministro da Fazenda \u00e0 CAE, informando que ela teria desrespeitado a Lei de Responsabilidade Fiscal ao fazer a opera\u00e7\u00e3o mencionada. <\/P><P>Na nota t\u00e9cnica, Mendes lembra que a prefeita argumentou que o aditamento feito pela Eletropaulo era apenas uma quest\u00e3o formal, n\u00e3o tendo havido opera\u00e7\u00e3o de empr\u00e9stimo. Ele, no entanto rebate o argumento, sustentando que a descri\u00e7\u00e3o feita no of\u00edcio &#8220;mostra que se trata de opera\u00e7\u00e3o de cr\u00e9dito&#8221;. <\/P><P>&#8220;Os argumentos apresentados n\u00e3o s\u00e3o capazes de rebater a caracteriza\u00e7\u00e3o de opera\u00e7\u00e3o de cr\u00e9dito, al\u00e9m de demonstrar que o aditamento foi feito sem uma lei municipal autorizando a contrata\u00e7\u00e3o&#8221;, conclui o consultor.
